You make the lines (or/and select the layer with lines) and you go to "Layers">"Duplicate" and then click on the Select Tool, select the space you want to move and move it with the Move Tool. Do I need to explain with more details or...?

Go in the upper left corner of oekaki. Where all the stuff like "File", "Effects" etc. are.
