Could someone please explain this to me?

Despite being on this site since 08, I'm relatively new on the forums. I didn't start using them since this year, and I've mostly been entering art competitions. And so, I came across a few which said 'no line art' in the rules. What I'm wondering is, what is line art anyway? I checked on wikipedia, and it only confused me more, to be honest. Call me a noob if you want, but I'm honestly curious. If I, for example, drew a drawing of, say, a dog by hand in pencil, and then colored, shaded, added a background, etc., would that be considered line art? Or is line art just an outline drawn by someone that is then colored by someone else?

Help?

Line art is lines drawn by someone that can be coloured by someone else :3 There's lots in the "Editable" section of Oekaki, and you can find it elsewhere on the web. Some are free for anyone to colour and do what they like with, others have more strict rules.
Art contests often will not allow coloured line art as it's not so creative as making a picture from scratch, especially if the contest holder wants a particular pose etc.

Well, ACTUALLY, line art means a non-coloured picture. Be it drawn by yourself or someone else.
So if it is stated in the rules that no line art is allowed, they ACTUALLY mean that they want coloured pictures. But I think they just use the term wrongly and mean that you aren't allowed to use outlines someone else made.

And sorry, I just gave that description because that's usually what people mean by line-art, especially in that situation.
